What Is CARB SB210 Compliance ?
Senate Bill 210 (SB 210), enacted in 2019, mandates the California Air Resources Board (CARB) to establish a comprehensive Heavy-Duty Vehicle Inspection and Maintenance (HD I/M) Program, known as the Clean Truck Check. This program aims to ensure that heavy-duty vehicles’ emission control systems are functioning correctly to reduce air pollution on California’s roadways.
Key Components of SB 210 Compliance:
Pay any outstanding compliance fees for the relevant years
Vehicle Applicability: The regulation applies to all non-gasoline heavy-duty on-road vehicles with a gross vehicle weight rating exceeding 14,000 pounds.
Program Implementation Phases:
Phase One (Beginning January 1, 2023): Initiation of vehicle screenings using remote sensing devices and the requirement for vehicle owners to establish accounts in the HD I/M Program database by July 1, 2023.
Phase Two (Starting July 1, 2023): Enforcement of compliance certificates and potential registration holds by the Department of Motor Vehicles (DMV) for non-compliant vehicles.
Testing Requirements:
On-Board Diagnostic (OBD) Testing: Vehicles equipped with OBD systems must undergo biannual testing to ensure emission control systems are functioning properly.
Non-OBD Equipped Vehicles: These vehicles are subject to biannual opacity testing using the SAE J1667 snap acceleration test procedure.
Compliance Certification: To legally operate in California, vehicles must possess a valid CARB HD I/M Program compliance certificate. Obtaining this certificate requires:
Successful completion of the required emissions testing.
Payment of a $30 per vehicle annual compliance fee.
No outstanding enforcement actions against the vehicle.
DMV Registration Holds: As of April 2024, the California DMV has been placing registration holds on vehicles that fail to comply with Clean Truck Check requirements. To prevent registration issues, vehicle owners must:
- Report their vehicles in the Clean Truck Check reporting database (CTC-VIS).
